Ljubljana is home to around 300,000 people, making it one of the smallest capital cities in Europe.In classical times, a Roman city stood here. However, from the 12th century to the fall of the Austro-Hungarian Empire, Ljubljana was under Habsburg rule. It was occupied by fascist Italy during World War II but somehow managed to remain unscathed during the Yugoslav Wars.Today, Ljubljana is a cultural hub noticeable for its large student population. It is the economic heart of Slovenia with pharmaceuticals and petrochemicals dominating the industries. Visitors are drawn to its beautiful architecture and laid-back café culture.&nbsp;<h2>Gay Rights in Slovenia</h2>Same-sex activity has been legal and at the same age of consent (15) since 1977. Slovenia has one of the most-wide ranging selection of anti-discrimination legislation in the EU. A national referendum to introduce a same-sex marriage bill returned a no vote, and as of yet civil partnerships are the only recognition for partnerships.Despite the defeat of the same-sex marriage, public opinion towards LGBT issues is rising and is significantly higher than in neighbouring ex-Yugoslav states. Rural areas generally tend to be the less tolerant areas and there have been instances of homophobic violence recorded throughout the country.&nbsp;<h2>Gay Scene</h2>Ljubljana's gay scene is very small with only one nightclub and a handful of saunas cater for gay customers. That being said, Ljubljana hosts an LGBT Pride annually and a gay "Pink Week" when gay travelers are actively encouraged to visit the city.The city also has an active history in promoting LGBT issues as the student cultural centre hosted the first queer film festival in 1984 (the first in Europe). However, discretion is still advised as acts of violence and verbal abuse are still not unheard of.&nbsp;<h2>Getting to Ljubljana</h2>By planeJože Pučnik Airport (LJU) is located 27km north of the city centre. It is a hub for Adria Airways and is well connected to major cities across Europe. There are seasonal and charter services to the Middle East, North Africa and Japan.Public bus number 28 runs from the airport to the city centre. Journeys take around 50 minutes and tickets cost €4.10 (bought from the driver). The service runs from 5am to 8pm. Alternatively, there is a private minibus service that is faster but more expensive (€9 one way).Taxis can be hailed from the airport but expect to pay around €35 if taken from outside the terminal. Cheaper flat rates are available if booked in advance. Journeys are in the region of 20 minutes depending on traffic.By trainThe train station is just north of the city centre and is Slovenia's rail hub. No point in the country is more than 3 hours away from Ljubljana. Direct connections to Croatia and Austria are available although many choose to change at interchange spots like Rijeka and Villach to connect to the greater European rail network.By busThe bus station is next to the train station and offers direct connections to many destinations in Europe. These include Venice, Frankfurt and surprisingly Stockholm (a staggering 36 hours journey time). Despite the cheap prices, journey times can be long.&nbsp;<h2>Getting around Ljubljana</h2>By footLjubljana's city centre is tiny which means that it is easily navigable by foot. Most of the main sights are in close concentration of each other and the city centre is best taken in this way.By busBus lines run from around 5am up until around 10:30pm. Services are quite regular during the day, although there are limited night lines. Some services do not run at weekends. The Urbana card must be purchased to travel and topped up with enough credit for the journey you need to take. 90 minute journeys cost €1.20.By taxiTaxis are easily hailed on the streets however these can be extortionately expensive. This is a popular meeting spot for locals and is an icon of the city.Ljubljana Castle - You can explore the grounds of this imposing building for free, but you will have to pay to enter the tower. Some say the best views in Slovenia can be found at the top of the tower. If you're feeling lazy and/or touristy, there is a tourist train that takes you up the castle hill.Metelkova City - Ljubljana's alternative heart. Here you will find quirky galleries, bars and the city's only gay club.Slovene National Theatre, Opera, and Ballet - this stunning building is a working and has an extensive program of events throughout the calendar. Definitely worth a visit.National Gallery - a haven for art lovers. Here you will find some of the best examples of Slovenian art in an impressive building.Lake Bled and the Julian Alps - just an hour away from Ljubljana is some of the most stunning natural landscapes in Europe. You can go hiking or while away a sunny afternoon on the shores of the gorgeous Lake Bled.&nbsp;<h2>When to Visit</h2>Winters in Ljubljana are rainy and cold whereas summers are extremely warm. Despite the influx of foreign tourists in the summer, natives tend to go on their own holidays leaving some bars and restaurants closed. The best times to visit are spring and early summer and September when the weather is still pleasant.Other than the Pride Festival in June, Pink Week September and LGBT film festival, there is a wide range of festivals and events scheduled throughout the year. In March there is an annual Spring welcoming festival and November sees the International Film Festival take place.<h2></h2><h2>Visa</h2>Slovenia is within the Schengen visa area. As it is part of the European Union, its visa requirements fall inline with what you would expect from most EU states.&nbsp;<h2>Money</h2>Slovenia is part of the eurozone. There is a good selection of banks and currency exchangers to choose from. Most larger stores, restaurants and hotels accept card payments but it is always a good idea to keep some cash on you just in case.

On June 16, 2022, Constitutional court found ban on adoption by same-sex people unconstitutional. The court ordered the Slovenian Parliament to bring legislation in line within six months, although the ruling would take effect immediately after publication. 
On 18 October 2022, the National Assembly passed the bill enshrining same-sex marriages and adoption in law. The Act Amending the Family Code came into effect on 31 January 2023.

The ability for same-sex couples to legally adopt a child.

On June 16, 2011, the Slovenia National Assembly voted 43 to 38 in favor of repealing the previous law that prevented same-sex couples from adopting children. The new Family Code was supposed to allow stepchild adoption but it was rejected on referendum held on March 25, 2012. 
The right to step-parent adoption for same-sex couples was recognised by the Ministry of Labour, Family, Social Affairs and Equal Opportunities on July 17, 2011, (by allowing a woman to adopt her same-sex partner's biological child) on the basis of the Law on Marriage and Family Relations (1976). This is despite the fact that Article 135 stipulates that adopters must be married. This raised the possibility that such an adoption would be possible even if the 2011 Family Code were to be repealed in a referendum.

There were no restrictions for LGBT singles.

The age of consent in Slovenia has been the same for everyone since 1977. The age limit of 14 was raised to 15 in 1999.

The difference between legal age of consent for homosexual sex and heterosexual sex.

Consensual anal sex between two men was illegal before 1977 in Slovenia.

On July 1st, 2022, Slovenia removed the ban and will now vet donors according to how risky their sexual behavior is, regardless of their sexual orientation.

The ability for MSMs (men who have sex with men) to donate blood or tissue for organ transplants. A deferral period refers to a waiting time before a man can donate after having sex.

There was infinite deferral for men who have (or have had) sex with men.

In Slovenia, there are no laws restricting the discussion or promotion of LGBTQ+ topics.

Censorship or prohibition of discussing, promoting, or teaching LGBTQ+ topics in media, schools, and in the general public.

Under Article 37 of the Law on the Register of Deaths, Births and Marriages (2005), "medical certification" is required to attain legal gender recognition. However, there are no apparent criteria for what this "certification" must include or what level of medical intervention (if any) is required. Thus, in practice, the discretion lies with each individual registrar to accept or reject applicants. Before the change of gender marker is registered, the applicant must request a new EMSO (identification number). 
According to ILGA-Europe, in January 2017, the Ministry of Internal Affairs published a circular establishing that applicants seeking legal gender recognition had to present a certified statement that they have undergone gender affirming surgery. However, after substantial advocacy efforts by local NGOs, including Legebitra, TransAkcija, and Amnesty Slovenia, the Ministry backtracked and published a new circular establishing that applicants had to submit a "certified statement" issued by a psychiatrist merely stating that they had "changed their gender" and indicating that the medical procedures leading to “gender change” are irrelevant for the legal gender recognition procedure, thus reinstating the interpretation that was in place before January 2017.

Conversion therapy is not banned in Slovenia

Article 1 of the Protection Against Discrimination Act adopted on April 21, 2016, prohibits discrimination on the basis of sexual orientation, gender identity and expression in public and private spheres concerning all activities in the political, economic, social, cultural, civil and other fields. 

Prohibition of discrimination based on sexual orientation and/or gender identity.

Article 141 of Slovenian Penal Code adopted on September 29, 1994, strictly prohibits discrimination based on sexual orientation. This protection applies to any of the human rights or fundamental freedoms recognized by the international community or determined by the constitution or laws of Slovenia.

The Constitution of Slovenia from 1991 guarantees the equality of people under the law in general. However, it does not explicitly mention sexual orientation or gender identity.

Article 2 of the Protection against Discrimination Act from 2016 bans labour discrimination. Discrimination is prohibited on basis of sexual orientation, gender identity and expression among others.

Prohibition of discrimination based on sexual orientation and/or gender identity in employment, including hiring, promotion, termination, harassment, etc.

Aricle 6 of the 2002 Labour Law prohibits employment discrimination. Sexual orientation is one of explicitly mentioned grounds.

Article 141 of Slovenian Penal Code adopted on September 29, 1994, prohibits discrimination based on sexual orientation. Imployment is not strictly mentioned.

The Criminal Code of the Socialist Republic of Slovenia adopted on May 26, 1977, decriminalized consensual male homosexuality on the territory of Slovenia in the then SFRY.

Consensual sexual activity between individuals of the same sex.

The Criminal Code of the Federal People's Republic of Yugoslavia adopted on February 27, 1951 criminalized consensual sexual intercourse between men throughout its territory, including Slovenia. 
Article 186: for unnatural fornication between persons of the male sex, the perpetrator shall be punished with imprisonment for up to two years. 
The 1959 amendment reduced the prison sentence by one year.

The Criminal Code for the Kingdom of Serbs, Croats and Slovenes (Kingdom of Yugoslavia as of October 3, 1929) adopted on January 27, 1929 criminalized "unnatural fornication" without specifying the definition of the mentioned term. 
Paragraph 285: for unnatural fornication between persons, the perpetrator shall be punished with strict imprisonment, unless the act turns into a more serious crime.

Article 2 of the Protection against Discrimination Act from 2016 bans discrimination in Housing. Discrimination is prohibited on basis of sexual orientation, gender identity and expression among others.

Marriage and marriage recognition between two people of the same biological sex and/or gender identity.

The Partnership Act was adopted on April 21, 2016. This law confers the rights to subsistence and maintenance, jointly owned property, occupancy, inheritance, and partner healthcare. The rights to joint adoption and in vitro fertilisation were not granted.

Same-Sex Partnership Registration Act was adopted on June 22, 2005. The law covered only property rights, the obligation to support a socially weaker partner and some inheritance rights. 
A bill to legalize same-sex marriage had been approved by Parliament on March 3, 2015. However, it was rejected in a referendum on December 20, 2015.

There was no definition of marriage in the 1991 Constitution. 
Article 53: Marriage and legal relationships within it... are regulated by law. 
Family Law from 2004, Article 3: "A marriage union is a life community of a husband and wife regulated by law."

In Slovenia there is no regulation that would prohibit LGBT persons from participating in the Armed Forces. 
Article 15 of the 2007 Act on Service in the Slovenian Army: Equality during military service is guaranteed, regardless of any personal circumstances.

The ability for homosexuals to serve in the military and be open about their sexuality.
